The orange vector represents Charon's gravity. If the foot of the vector were placed at L4, it would point towards Charon.
The purple vector represents Pluto's gravity. points from L4 to the center of Charon.
The blue vector is inertia in a rotating frame, what we used to call centrifugal force. It points away from the barycenter of the Pluto-Charon system.
These 3 forces cancel each other out so a body can be placed at the Pluto Charon L4 and remain in the same position relative to Pluto and Charon.
The illustration is from one of my recent blog posts Lamentable Lagrange articles. There are a lot of pop sci folks who say the Lagrange regions are where gravity cancels out. This isn't true, even for L1. My post is an effort to combat this piece of bad pop wisdom.
