There are polar plateaus that enjoy nearly constant sunlight (colored in warm colors). These regions have a nearly constant energy source and temperature swings are mild: -50 degrees centigrade plus or minus 10 degrees [link] .

At the lunar poles there are also cold traps in crater basins that never see light. Radar seems to indicate some of the cold traps have thick sheets of water ice. [link] These anomalous crater basins are colored blue.

Just above and to the right of the lunar pole is Whipple Crater. This crater is thought to be volatile rich and neighbors plateaus of near constant illumination. This is potentially one of the most valuable regions on the moon.

Separating the lunar realm and earth's realm is the EML1 neck. In terms of delta V, this quasi-stable region is quite close to the potential rocket propellant from the lunar poles. The EML1 neck is also very close to Geosynchronous earth orbit and close to low earth orbit (these orbits are depicted as circular white paths above earth's atmosphere).
